Rosemary Freitas Williams

Director, Communications & Public Liaison (CPL)

Rosemary Freitas Williams is the Director for Communication & Public Liaison at the U.S. Office of Personnel Management. In this position, she coordinates a comprehensive effort to inform the public of the President's and the Director's goals, plans and activities through various media outlets; provides the American citizenry, Federal agency customers and pertinent stakeholders with accurate information to aid in their planning and decision-making process; and plans and coordinates the publication and production of all audio/visual, digital and other materials generated from OPM offices and develops briefing materials for Congress, the Director and other OPM officials for various briefings and events.

Prior to joining OPM, she served as the Senior Advisor for Strategic Communications to the Secretary of the Department of Veterans Affairs (VA). In that position, she was responsible for ensuring strategic messages from the Secretary were projected through all lines of internal and external communication, reaching our Nation's veterans, veterans service organizations, other federal agencies, and the general public.

Prior to working at the VA, Williams served as Director of Communications for Blue Star Families, a national, 501(c)(3) non-profit organization of military families. She also enjoyed a 25 year broadcast journalism career, receiving numerous awards including two National EMMY Awards, one for Team Coverage of the attacks on September 11th. She was a principal for many network start-ups, including MSNBC, NBC and Microsoft's 24-hour news channel where she was the Executive Producer of News.

Williams was awarded fellowships in Ethical Decision Making at the Poynter Institute for Media Studies in St. Petersburg, Fla., and in National Security at the Air War College, part of the U.S. Air Force's Air University in Montgomery, Ala. She has been published on the topic of mental health and today's military families and is author of the local history book, "Maritime Annapolis – A History of Watermen, Sail & Midshipmen."
