User Agreement

Before creating an account on this application you must first review the User Agreement. By checking the box below the user agreement and clicking on the proceed button, you are agreeing to all terms outlined below. You must accept the current user agreement before proceeding. Once you accept, you will be able to complete your new account creation.

This agreement is issued under the authority of the Federal Information Security Management Act of 2002 (Pub. L. No. 107-347, Title III).

By checking the "I AGREE" check boxes and clicking on the "PROCEED" button, I signify my understanding and acceptance of these policies and practices concerning access to the OPM systems and that I will be held accountable for any breach of these policies and practices.

This is a U.S. Government computer system used to conduct official government business. Business conducted on this system shall be conducted in a manner above reproach and in accordance with the highest ethical standards to ensure the public's confidence in the integrity of the Government, its employees, and systems.

  1. I understand that the OPM systems are U.S. Government systems for the purposes of conducting official Government business, and that the OPM User ID and any other information related to access and use of the systems are considered sensitive.
  2. I will NOT enter classified information into the OPM systems.
  3. I will protect my personal password from disclosure.
  4. I will log off of or otherwise restrict access to any OPM System session when I am not personally attending to it.
  5. Upon completion of my government-related duties that involve using OPM systems, I will contact the OPM Data Management Team using the contact information provided to ensure my User ID is properly disabled.
  6. If I suspect an unauthorized attempt to retrieve my password or other fraudulent means to gain access to the OPM systems, I will immediately report the incident to an OPM representative.

CODE OF CONDUCT

The Office of Personnel Management is a United States Federal Government Agency which has established certain rules for using interactive components and user contributed content on OPM.gov websites.

WHEN YOU USE OPM.gov’s INTERACTIVE AND USER CONTRIBUTED CONTENT AREAS, YOU ARE AGREEING TO ABIDE BY THE USER CODE OF CONDUCT Outlined below.

Third-Party Content

The Office of Personnel Management allows you to upload and share user generated content. This means that you may post and share your original content. It is not intended as a place for you to post third-party copyrighted content. In addition, we expect our users to exercise good judgment and respect the copyrights and other intellectual property rights of others. Therefore, in using OPM.gov, you may not:

  • Upload content other than original works that are created by you.
  • Post or share any content that infringes upon or violates the copyright, trademarks or other rights of any third party.
  • Attempt to circumvent any content filtering techniques we may employ.

Inappropriate Content

OPM welcomes comments and questions from the public. We respect the principle that people are entitled to different opinions and hope to foster conversation within our online presence. To that end, we do not premoderate users' comments on our website or social media pages. This means that users' comments are automatically published, but they may be removed by an OPM official if the comment:

  • Contains obscene, indecent, or profane language;
  • Contains threats, defamatory statements, or personal attacks;
  • Encourages illegal activity;
  • Contains hate speech directed at race, color, sex, sexual orientation, gender identity, national origin, ethnicity, age, religion, or disability;
  • Contains sensitive or personally identifiable information; and/or
  • Promotes or endorses specific commercial services or products

In addition, OPM may remove content, including comments, that has become stale. We also reserve the right to remove multiple successive off-topic posts by a single user, repetitive posts copied and pasted by multiple users, spam, or chain mail.

Note that the views expressed on this page, the appearance of external links posted by individuals on this page, and following, liking, or reposting of posts or tweets does not constitute official endorsement on behalf of the Office of Personnel Management or the Federal Government. OPM is not liable for any loss or damage resulting from any comments posted on this page. This forum may not be used for the submission of any claim, demand, complaint, legal and/or administrative notice or process, or for the exhaustion of any legal and/or administrative remedy.

Unlawful or Harmful Content or Conduct

As a user of OPM.gov, you may not:

  • Violate any local, state, national or international law or post any content that would encourage or provide instructions for a criminal offense.
  • Impersonate any person or entity or otherwise misrepresent yourself, your age or your affiliation with any person or entity.
  • Use OPM.gov to send or make available any unsolicited or unauthorized advertising, solicitations, promotional materials, "junk mail," "spam," "chain letters," "pyramid schemes," or any other form of solicitation.
  • Post or share any personally identifiable or private information of any third party.
  • Solicit passwords or personal information from anyone, including those under 18.
  • Use information or content you obtained from an OPM.gov website or service in any manner not authorized by the Office of Personnel Management.
  • Post any material that contains software viruses or any other computer code, files or programs designed to interrupt, destroy or limit the functionality of any computer software or hardware or telecommunications equipment.
  • Engage in any predatory or stalking conduct.

This Code of Conduct is subject to change at any time at the sole discretion of the Office of Personnel Management.

NON-DISCLOSURE AGREEMENT

I acknowledge that with my OPM ID I will have to access to government information which may be of a technical and/or sensitive nature, and which may be the sole property of the U.S. Government. I hereby agree to protect that information in the strictest confidence, and to use it only to support the Government tasks which I have been assigned.

I further agree that I am specifically prohibited from publishing, reproducing, or otherwise divulging any such information in whole or in part, in any manner or form. I am prohibited from authorizing or permitting others to do so, and will take such reasonable measures as are necessary to restrict access to the information while in my possession.

Using such information for a purpose or to an extent unauthorized herein, may subject me to criminal sanctions imposed by 18 U.S.C. 641. This section provides, in pertinent part, "Whoever ... knowingly converts to his use or to the use of another, or without authority, sells, conveys, or disposes of any record ... of the United States ... or whoever receives ... the same with intent to convert it to his use or gain, knowing it to have been ... converted, shall be fined [not more than $10,000] or imprisoned of not more than 10 years, or both ...."
