About the Agency

The U.S. Office of Personnel Management (OPM) has a staff of more than 5,700 employees plus contractors and is responsible for the Federal Government's human resource planning, benefits programs, services, and policies for the 1.8 million employee civilian workforce worldwide.

The Office of Personnel Management:

  • Manages the world's largest single-employer sponsored health insurance program, servicing over 8 million active and retired Federal employees and their families.
  • Administers a $700 billion asset retirement program.
  • Administers 90% of all Federal agency employee and contractor background investigative services.
  • Provides human resource and compensation consulting, and testing services and management development programs.

Our Agency Mission

Our mission is to ensure the Federal Government has an effective civilian workforce. The Director of OPM is the President's chief advisor in human resources management, and OPM is the primary agency for helping the President carry out the responsibilities for managing the Federal workforce.

We accomplish our mission by: (1) Providing human capital advice and leadership for the President of the United States and Federal agencies; (2) Delivering human resources policies, products and services; (3) Ensuring compliance with merit system principals and protection from prohibited personnel practices; (4) Holding agencies accountable for their human capital practices.

About the Organization

The Center for Talent Services (CTS) provides quality human resources products and consulting services to Federal agencies. A nationwide team of dedicated consultants provides human resource services in such areas as recruiting and staffing, workforce and succession planning, restructuring, position classification, training and management assistance, standardized and customized surveys, program evaluations, individual and organizational assessment, competency modeling, and information technology solutions. CTS is also the home of USA Staffing, a Web-enabled, automated tool that generates vacancy announcements, accepts applications, and analyzes, rates, and ranks applicants. CTS is a fully reimbursable entity that delivers these products and services to support OPM's mission to ensure the Federal Government has an effective civilian workforce.
