David M. Fitzgerald joined the Office of Personnel Management’s (OPM) Federal Investigative Services (FIS) in April 2014 as the Deputy Associate Director for Management Services. In this role, he supports FIS operations through contract oversight, support services, and adjudications/suitability determinations.
Mr. Fitzgerald joined the Senior Executive Service on October 23, 2011, in the Veteran’s Health Administration (VHA) as the Director, Service Area Office East in Pittsburgh, PA. As the Director, he oversaw an acquisition organization from Maine to Florida of more than 900 personnel and that awarded more than $4 billion annually in contracts. Prior to joining the VHA, Mr. Fitzgerald served on the Congressional Commission on Wartime Contracting in Iraq and Afghanistan as a Senior Professional Staffer as well as the Director of the Management and Accountability Group. Before that, he had a career of more than 29 years as an active duty U.S. Navy Supply Corps Officer specializing in logistics, acquisition, and contract management. He retired as a Captain in 2008.
Mr. Fitzgerald has a BA in chemistry from The Citadel; an MS in business administration from Boston University; and an MS in management (acquisition and contract management) from the U.S. Naval Postgraduate School. He attended the Senior Executive Program at the Columbia University Business School and the VA Senior Executive Strategic Leadership Course at the University of North Carolina-Chapel Hill Kenan-Flagler Business School.
