    <content type="html"><![CDATA[I have 5 continuous years in government but was riffed.  I dont have rehire status as its been many years.  But I think it now comes down to this, theres too few jobs and too many vets trying to get in. Ive been bumped many times due to veterens getting priority. Dont get me wrong I have nothing against veterens priority placement.  But I really believe the rating system is giving up to much to them.  if the same I.T. position I worked on for several years were to open now I dont even think I would even make it to the referral process. Unlike private institutions your prior work history in the organization really isnt looked at until you have 10 or 15 years. <br/> Its there yes, but it counts for almost nothing in the ranking system. The hiring authority discussion would go like this, &quot;he has excellent reviews and already has done the same job,  oh wait heres a vet with 91 percent rating and 10 point preference, thats over the top.. referred . sorry prior govt worker&quot;.  <br/> and so it goes. and its not OPM&#39;s fault. It the system they have to follow.]]></content>

    <content type="html"><![CDATA[I am eligible for reinstatement and have applied for over 100 positions.  On several occasions, I have been referred to the selecting officials and contacted by HR to provide my SF-50.  A few days after they received my SF-50, the position is cancelled.  A few of these announcements had been listed as “many vacancies,” and on one I was told that they selected one internal candidate, and then management decided to cancel the position.  I remember speaking with HR at IRS and laughing about it when she told me the position was cancelled.  I told her that my guess was correct.  When I’m selected and forwarded to the selecting official the position seems to be always cancelled.  Among these vacancy announcements, I have been listed as A, B, or C Qualified candidate.

On (2) occasions, I decided to test the “system,” so I applied for lower grade positions, something that I would be a shoe in, however, I was not referred to the selecting official.  Interesting enough, I was not surprised, because on these (2) vacancies, my SF-50 was a required document.  Oh, and yes, I did supply my SF-50.

On one particular occasion, I was told by a government supervisor that their office really wanted to hire me.  A job had been posted for a position that I currently worked and was told I was a shoe in.  I made it to the selecting official.  After they received my SF-50, the position was cancelled.  I was later told by a government friend that upper management decided to cancel the position, the selecting official had selected me, but management stopped it.

The hiring process to me is like a roller coaster ride, I climbed the hill, it appears that I may be hired, then the position is cancelled or I’m not selected – back down to reality.

Two years ago, a Department of State Sr. HR employee stated that I was not eligible for reinstatement.  So, I contacted OPM, gave them my SF-50, and OPM said that the DoS HR employee was incorrect, and that I am definitely eligible for reinstatement.

3 factors that seem to inhibit me from getting re-hired: 
1) Interpretation of guidelines/policy:  Is it possible government agencies’ HR personnel are misinterpreting OPM guidelines/policies?
2) SF-50:  Are agencies misinterpreting SF-50s?
3) Networking:  I need to network and make friends who have decision making powers.]]></content>
