CFC MEMORANDUM 2002-14

This will serve as a clarification and amendment to the previous CFC MEMORANDUM 2000-13 which had information concerning new requirements for national and local federation applications.

Please note the new change as follows (Note: new text in italics)

Effective for the 2003 application season, all federations, nationally and locally, must include as part of their CFC application details regarding any membership dues and/or fees received by the federation from its members or affiliates as a service charge. In addition, all federations must include this information as part of the annual report they make available to the public.

Clarification:
The intent of this new requirement is to promote transparency and full disclosure for all federations regardless of how they handle fees or dues. In this context, dues or fees refers to any charge, direct or indirect, that may be deducted or billed for pledge processing or other services related to workplace fundraising. Federal donors should understand how much of their actual CFC contribution reaches charities. If fees are not deducted, but instead are billed, then federations should state this.

This would exclude the cost to the PCFOs for processing pledges (since these are the PCFO's costs to administer the campaign, not "federation" costs). The Memorandum refers only to fees or charges that are deducted or billed by the federation.
