CFC Opinions 1988-1 through 1989-2. Since 1989, CFC Operations has opted to provide administrative guidance through a series of memorandum instead of opinions. This summary contains the ruling only. Background and discussion information was included with each opinion at the time it was issued. All opinions were issued in 1988 and 1989 prior to the re-write of the regulations in both 1991 and 1995. Therefore, many of the rulings have been directly incorporated into the most recent regulations.
