Recent statutory amendments raised the premium pay caps for most Federal employees. This session will provide a general overview of the new premium pay limitations, including those affecting law enforcement officers, and address frequently asked questions about compensating employees who are regularly scheduled to work 12-hour (or more) workshifts. Also, come learn about the overseas allowances payable to civilian employees in foreign areas. A representative from the Department of State will provide a general overview of the allowances and differentials available to U.S. Government American employees working in foreign areas.

The United Nations (UN) is implementing major changes in the compensation structure for its widely dispersed multi-cultural workforce. The International Civil Service Commission (ICSC) coordinates and regulates the conditions of service for the UN's 54,000 employees. This session will provide you with background on the existing compensation systems used by the UN and will explain how the ICSC is working to modernize classification, create a new Senior Management Service, implement broad banding and pay for performance programs, and create new flexibilities similar to the Federal Government's "3Rs." Come and find out how the ICSC is overcoming managerial and cultural barriers to win acceptance for these reforms.
