EVALUATION OF HUMAN RESOURCE
INNOVATIONS AND
DEMONSTRATION PROJECTS

The Personnel Resources and Development Center, U.S. Office of Personnel
Management, offers Federal agencies, State and local governments rigorous
state-of-the-art evaluation approaches and causal models to determine the
effectiveness of organizational interventions. These models have been tested
and applied in the evaluation of a wide range of federal personnel management
demonstration projects. PRDC can provide a full range of program evaluation
services, more limited evaluation of specific interventions, or technical
support for agencies conducting their own evaluations.

- Design of customized evaluation plans to assess objectives and outcomes
- Use of causal evaluation models linking interventions to outcomes
- Collection and analysis of a wide range of qualitative and quantitative
data using multi-method approaches including:
- design, administration, and analysis of employee attitude surveys
- on-site visits to conduct structured interviews and focus groups
- Longitudinal evaluation of all project phases: baseline, implementation,
summative
- Preparation of comprehensive reports/briefings with policy recommendations
and/or feedback for action planning
