Biodata - A personnel measurement technique that is useful in tapping motivational, attitudinal, and intellectual characteristics. Personal data are collected from individuals with a systemic self-report format in which the information is explicitly or implicitly verifiable.
Certificate - A list of eligibles ranked, according to regulations, and referred for appointment or promotion consideration. A more useful term is "candidate list."
Competitive - Federal positions normally filled through open competitive examination nder civil service rules and regulations. About 60 percent of all Federal positions are in the competitive service.
Critical Shortage Occupations - Occupations where there are not enough qualified candidates to fill the vacancies.
Merit Promotion - Using procedures that compare candidates on merit for selection of a current or former Federal civil service employee for a higer grade position.
Notice of Results - A document that shows the results of a written examination.
Outplacement - The process of placing employees in other positions or training once they have been separated from a job.
