TECHNICAL ASSISTANCE
IN
REDUCTION IN FORCE PLANNING

Consultant services which the Office of Personnel Management can
provide:
- Reduction In Force (RIF) Planning - assessment of problem areas,
development of a RIF execution plan and technical consultation on difficult
issues
- Automated Redution In Force Programs -
one-on-one training in setting up and running automated RIF programs
- Reduction In Force Execution - technical advice on running the
RIF, content of RIF notices, notice delivery plan, notification training
for managers, and employee counseling on entitlements and benefits, etc.
Labor intensive Reduction in Force services which the Office of Personnel
Management could provide:
- Personnel Data Base Clean-up, i.e. review/refigure all service computation
dates, validate military preference, tenure group, performance appraisals
- Establish/review Competitive Levels
- Qualification Assessments and Retreat Determinations for RIF Placement
- Development of RIF Packages for Affected Employees
- One on One RIF Counseling Sessions Explaining Mechanics of RIF and
the applicable Benefits/entitlements
- Determination of RIF Benefits, i.e., severance pay, retained grade
and pay, retirement, Reemployment Priority List, etc.
- Counseling, Qualification Determinations and Enrollment of Employees
in Reemployment Programs, i.e. RPL, Interagency Placement Program or empowerment
model, agency internal program, etc.
- Assistance with Termination Processing
