Federal Investigations Notice

Notice No . 01-12

Date: August 30, 2001

Subject:Suitability Adjudicator Training

The U.S. Office of Personnel Management, Investigations Service (OPM-IS) issued revised regulations covering suitability adjudication, which were published in the Federal Register (Volume 65, Number 250, Pages 82239-82246) (http://www.opm.gov/fedregis/2000/65-82239-a.htm) on December 28, 2000. The new regulations became effective March 30, 2001 and agencies were given one year to fully implement the changes required under the revised regulations. This Notice serves as a reminder that the one-year "grace period" will end on March 30, 2002. After the grace period expires, we will offer reimbursable products to agencies interested in continuing to use our adjudication services. Details of products and costs will be communicated in a future Notice.

OPM-IS is pleased to announce that the USDA Graduate School, The Government's Trainer (USDA/GS) is prepared to offer OPM-IS developed Suitability Adjudicator Training to Federal agency personnel and others who perform this function for Federal agencies. This is a three-day course that teaches suitability adjudicators the basics of that discipline under the recently implemented 5 CFR 731 rules. OPM-IS has developed this curriculum and coordinated with USDA/GS for delivery. USDA/GS intends to offer this course no less than three times per year in the Washington, DC metropolitan area and will offer it as needed in other locations around the United States. For large groups, onsite tuition is significantly cheaper. If your agency would like to have this course taught onsite, contact Tonya Barbee at 202-314-3683 or by Email at Tonya_Barbee@grad.usda.gov

You can get more information about this course and the USDA/GS program at their website http://grad.usda.gov/programs_services/reg/SuitabilityAdj.cfm. USDA/GS has assured OPM-IS that they intend to keep tuition as low as possible and offer this course as frequently as is necessary to accommodate the immediate needs of agencies that must prepare themselves as quickly as possible to assume new responsibilities under the recently issued rules. If you need general information from OPM-IS about training, or help in contacting the USDA/GS, contact one of the OPM-IS offices shown below.

USDA/GS has also expressed an interest in expanding its pool of instructors for this course and would like to contact any qualified individuals who might be interested in teaching. Current Federal employees may teach for USDA/GS while in leave status. If you know of such an individual, even if retired, please contact, or have them contact, John Green at 404-730-9653 or Email at John_Green@grad.usda.gov.

We look forward to USDA/GS meeting the needs of the suitability community by their professional delivery of this OPM-IS developed curriculum and we are convinced that you will be satisfied with the excellent quality of this course.
