Subject: Revised Optional Form 306, Declaration for Federal Employment

OPM has revised the Declaration for Federal Employment (OF 306) to add questions concerning Selective Service Registration and to note that the form pertains to Federal contractors as well as employees.  The Selective Service questions are identical to those on the Standard Forms 85, 85P and 86.  They were incorporated in the OF 306 to enable OPM to eliminate a separate Applicant's Statement of Selective Service Registration.  The statement obtained information required by

5 U.S.C. 3328 so an agency could determine if non-registration was knowing and willful prior to making a final employment decision.  Elimination of the statement reduces paperwork and streamlines the application process, while still allowing agencies to obtain the information early  enough in the application process to determine intent.  Addition of the note regarding contractors should ease confusion about the applicability of the form to contractors.  It is OPM's intention to eliminate the duplicate Selective Service questions from future revisions of the SF 85, 85P and 86.

The revised OF 306 carries the revision date of January 2001.  OPM has requested that GSA use existing stock, estimated to be a six-month supply, until it is gone, and then begin distributing the revised form.  We expect that the new form will be issued exclusively after 1/1/02.  However, we have made provisions to accept either form with requests for investigation for the foreseeable future.
