Federal Investigations Notice

The attached schedules of Initial and Discontinued billing rates will be effective for OPM's reimbursable investigative services beginning October 1, 2005 and should remain in effect until September 30, 2006. Although we are experiencing increased costs in the areas of contractor fees, information technology, and overall operating costs related to the Consumer Price Index, we have been able to limit the price increases for this year to approximately five percent (5%).

In addition to our standard products, effective October 1, 2005 OPM will offer the Phased Periodic Reinvestigation product as an option in lieu of the full scope SSBI-PR. You may obtain more information on this product in Federal Investigations Notice 05-04 dated September 16, 2005, or you may contact your Investigations Program Specialist at (202) 606-1042.

We also continue to offer numerous special investigative services which are described and priced in Federal Investigations Notice 05-03 dated September 16, 2005 titled "OPM Special Agreement Price Schedule." These services are used by agencies that want to obtain single or multiple record checks for use in pre-screening candidates as well as other agency purposes. We encourage you to contact your Investigations Program Specialist to discuss how we may be able to meet your investigative needs with these products.

INVESTIGATIONS BILLING RATES - FY 2006
Effective October 1, 2005

The standard service for the NACLC and ANACI investigations is a code "B". The local law enforcement coverage is first attempted by written inquiry with record searches conducted at non-responsive or admitted arrest locations. If you want all local law coverage scheduled as expedited record searches completed by field staff, you may request code "A" which indicates the manner in which the local law coverage will be scheduled, not the case completion time.

For NAC, NACI and CNACI products, the credit search is not a routine check. If this search is needed, place a "2" in the extra coverage field and one will be conducted. A surcharge of $10 will be added.

The CNACI is case type "02" with a position code of "H" on the SF 86 or SF 85P or extra coverage code "8" on the SF 85. The base price for the CNACI is $97, plus $5 processing fee for each State Criminal History Repository search conducted and the additional user fee charged by each state, if any.

FBI User Fees: The basic case price fees shown above include the FBI user’s fees for both the fingerprint based national criminal history record and the FBI investigative files. Adjustments are made for the above case types when there are exceptions and alternate procedures for obtaining these required searches.

Expanded File Screening: A surcharge of $6 will be added for each investigation when an agreement with OPM exists to provide expanded file screening.

Effective October 1, 2005

* Phased PR Pricing: Submissions for a Phased PR that include admitted issues of a security concern (reference Federal Investigations Notice 05-04) will be automatically adjusted to a Case Type 18 at scheduling and billed as a full scope SSBI-PR. If security concerns are developed during the course of the investigation, the investigation will be expanded in process and the additional fee listed above will be added to the basic Phased PR price.

BILLING RATES EFFECTIVE OCTOBER 1, 2005

*Rates for discontinued Update and Upgrade investigations are based on the same percentage of total case costs as those prices shown in this table.

If a scheduled investigation is discontinued and subsequently reopened by the same agency within four (4) months from the discontinuation date, the rate charged will be adjusted by the amount previously charged and the current case rate for the type of case service requested.
