Subject: Requesting the Phased Periodic Reinvestigation |

On September 16, 2005 , OPM issued Federal Investigation Notice (FIN) 05-04 concerning the Reinvestigation Products for Positions Requiring Q, Top Secret, or SCI Access. The products include the Full Scope Single-Scope Background Investigation, Periodic Reinvestigation (SSBI-PR) and the new Phased Periodic Reinvestigation (PPR). This purpose of this FIN is to give you additional guidance on completing the Agency Use Block on the Standard Form (SF) 86 to request the PPR.
As discussed in FIN 05-04, agencies may request the PPR if the subject does not disclose anything of a security concern in the background information furnished for the investigation. A table was attached to the FIN that detailed several "automatic triggers", security issues keyed to questions on the SF 86. The FIN noted that OPM will automatically convert any PPR request to the full scope SSBI-PR product, at case scheduling, if there are any positive responses to one or more of those questions on the SF 86. The agency will then be billed at the SSBI-PR rate.

Reciprocity: Agencies are reminded that Executive Order 12968 requires background investigations and eligibility determinations to be mutually and reciprocally accepted by all agencies. This applies whether the reinvestigation was an SSBI-PR or PPR.
Implementation: Implementation of the new PPR, Case Type 19, was effective October 1, 2005.
