OPM Leadership 360™


This new leadership assessment tool provides feedback to Federal supervisors, managers and executives on the 27 Governmentwide leadership competencies that make up the five Executive Core Qualifications (ECQs):

  • Leading Change - Continual Learning, Creativity and Innovation, External Awareness, Flexibility, Resilience, Service Motivation, Strategic Thinking, and Vision
  • Leading People - Conflict Management, Leveraging Diversity, Team Building , and Integrity/Honesty
  • Results Driven - Accountability, Problem Solving, Decisiveness, Customer Service, Entrepreneurship, and Technical Credibility
  • Business Acumen - Financial Management, Human Resources Management, and Technology Management
  • Building Coalitions & Communication - Influencing/Negotiating, Interpersonal Skills, Oral Communication, Partnering, Political Savvy, and Written Communication.

The purpose of the instrument is to help Federal managers identify their leadership strengths and development needs. The on-line version was launched in April 2002. In its first year, seven agencies as well as course participants from agencies across the government in OPM's Management Development Centers, used the assessment.
