All it takes is a Statement of Objectives (SOO) This is a PDF formatted file [53 KB] and an Interagency Agreement (IAA) between your agency and TMA and you're on your way. When you come to TMA, we work with you to develop a SOO to help you define your needs and present a plan of action to meet those needs. You can then determine the scope and costs of the proposed TMA project and project tasks can get underway.

Management Process

Each project begins with the development of a Management Plan . A Management Plan is a document prepared by a TMA contractor for a project at the request of the TMA Project Manager. Client agencies approve Management Plans before work begins. The Management Plan:

  • Describes the strategy for completing the project on time and within budget.
  • Serves as a blueprint for successful project completion by specifying what will be done, by whom, when, how, and at what level of effort.
  • Provides a firm, fixed price for the project.
