FEHB Enrollment Instructions for Department of Defense Employees


Department of the Air Force Employees

Employees may make open season enrollments, changes, or cancellations by using the �BEST� Automated Telephone System or Web Site.

  • Employees can call 1-800-997-2378

  • Hearing impaired employees can call 1-800-382-0893.

  • Overseas employees should call the toll-free direct access number for the country they are calling from. You can get this number from your servicing Civilian Personnel Flight (CPF).

OR

Employees can make open season enrollments, changes, or cancellations through the Benefits and Entitlements Service Team (BEST) website at http://www.afpc.randolph.af.mil/dpc/BEST_GRB/EBIS.htm

For further information employees can contact their BEST Benefits Counselors at 1-800-997-2378 Monday through Friday, 7a.m. - 7p.m., Central Standard Time.

Department of the Army Employees

Employees may make open season enrollments, changes, or cancellations using either the:

Interactive Voice Response System (IVRS) by calling 1-877-276-9287.
Hearing impaired employees may call 1-877-276-9833.

OR

Employees Benefits Information System via the web at https://www.abc.army.mil.

Employees must establish a Personal Identification Number (PIN) for the IVRS and EBIS before using the systems. The EBIS has an additional security requirement to establish a Password at the Point of Entry Screen. Establishment of both the PIN and Password are completed immediately and easier if employees have their most recent LES or SF 50 available.

Benefits Counselors will be available Monday through Friday from 6 a.m. to 6 p.m. Central Standard Time by calling 1-877-276-9287.

Civilian Employees in Europe: Employees can access the Toll-Free Telephone System through the telephone numbers listed below.

Germany: Civilian 0800-1010282/DSN 1986

Department of the Navy

Employees may make open season enrollments, changes, or cancellations by either:

Calling the Benefits Line at 1-888-320-2917 and following the menu prompts

OR

Accessing www.donhr.navy.mil and click on EBIS to go to the Benefits Home
Page and then click on EBIS again to make a transaction.

A listing of Service Center contacts and telephone numbers is provided on the Benefits Home Page, also. Just click on �Contacts� to access.

Department of Defense Employees

Defense Contract Audit Agency:

Employees may make open season enrollments, changes, or cancellations by accessing

https://ebis.satx.disa.mil. They can access https://infoserv.dcaaintra.mil/hr/  for information about using EBIS and benefits.

All questions should be directed to DFAS Benefits Customer Service at 317-510-4455.

Department of Defense Education Activity

To make a FEHB Open Season election you are strongly encouraged to use the Employee Benefits Information System (EBIS). You may access EBIS on DODEA's homepage at http://www.odedodea.edu/, and you can also find EBIS information guides and login instructions. Once you are on the homepage, click on the Personnel Link, then the Headquarters Link, next the Employee Access & Employment Verification Link where you will see:

Employee Benefits Information System. Employees make selected changes to Life, Health, Thrift Savings Plan information & calculate Retirement.
Go Direct to the EBIS Log on Screen! ! !

The first EBIS link provides Log-On Information and Procedures. The Slide Show link is a PowerPoint Presentation that also contains information about EBIS and the EBIS link on the last line takes you to DODEA's EBIS Website. If you need further assistance with making your election through EBIS, please contact your servicing Personnel Customer Representative (PCR), HRO Site Manager or servicing Personnel Management Team (PMT).

DFAS, DISA, DCAA, DAU and DoDIG

These agencies are serviced by DFAS Regional Service Center Benefits Division, which also uses the EBIS automated system for benefits transactions. Go to https://ebis.satx.disa.mil to access this system.

They also have a customer service desk that handles incoming Benefits questions. The point of contact is: RSC Benefits Customer Service at 317-510-0454.

DLA and DCMA Employees:

Employees may make open season enrollments, changes, or cancellations through the Benefits Personal Automated Link.

They may use the Interactive Voice Response System (IVRS) by calling 1-877-352-4762 or 614-692-0200.

OR

They may use the Employee Benefits Information System (EBIS) by going to http://www.hr.dla.mil/hroc/ebis/default.htm.

For further information employees should use the below chart to determine who to contact.

Employees make FEHB elections by using the Benefits Call Center (703) 617-2272, toll free (877) 521-1923 or TDD (703) 617-0658. Counselors are available Monday through Friday from 7:30 am to 5:00 pm EST to answer any questions.

Once in the system, press "2" for Benefits Information and then press "2" again for Benefits and Entitlements. Follow the voice prompts after pressing "1" for current HRSC Service Employee and entering your social security number and PIN. When you hear the message "For Federal Employee Health Benefits," press "1" and follow the voice prompts to make your election.

Employees may also make FEHB elections on the HRSC web site at http://persec.whs.mil/hrsc/benefits.html. Click on "Benefits Information," then click on Benefits Online.
