FEHB Enrollment Instructions for Department of Defense Employees


Department of the Air Force Employees

Employees may make open season enrollments, changes, or cancellations, through the Benefits and Entitlements Service Team (BEST) by using either the:

  • Employee Benefits Information System (EBIS) web application -- on the BEST website at http://www.afpc.randolph.af.mil/dpc/BEST_GRB/EBIS.htm, or via the Air Force Portal at http://www.my.af.mil (EBIS is under the Career tab).

    OR

  • The BEST automated phone system:
    Employees in the United States can call the BEST automated phone system by dialing 1-800-616-3775. Press 2 for Air Force civilian, then 2 for BEST benefits and entitlements and follow the prompts. When the system voices the benefits main menu, press 1 for health benefits. Overseas employees will first dial a toll-free AT&T Direct Access Number for the country they are calling from, then enter 800-616-3775.

For further information employees may contact BEST benefits counselors for assistance at the above numbers. When the telephone system voices the benefits menu, press 1 for health insurance, then zero to transfer to a counselor. Hearing impaired employees may obtain assistance from benefits counselors by calling TDD 1-800-382-0893, or if calling within the San Antonio, Texas area, 210-565-2276. Benefits counselors are available Monday through Friday, 7 a.m. - 6 p.m. Central Time.

Department of the Army Employees

Employees may make open season enrollments, changes, or cancellations through the Army Benefits Center - Civilian (ABC-C) using either the:

Interactive Voice Response System (IVRS) by calling 1-877-276-9287.
Hearing impaired employees may call 1-877-276-9833.

OR

Employees Benefits Information System (EBIS) via the web at https://www.abc.army.mil and selected "Benefits/EBIS".

Civilian Employees Outside the Continental United States (OCONUS)may access the Toll-Free IVRS System through the numbers below:

Benefits Counselors are available at the Army Benefits Center - Civilian (ABC-C) Monday through Friday from 6 a.m. to 6 p.m. Central Standard Time at the IVRS numbers.

Users must establish a Personal Identification Number (PIN) for the IVRS and EBIS if a PIN has not already been set or if an existing PIN has been forgotten. The same PIN is used for IVRS and EBIS and will stay in effect until the user changes it. The web has an additional DoD security requirement to establish a Password at the Point of Entry Screen to gain access to EBIS. Both the PIN and Password are established to ensure personal information remains secure. The PIN and Password are set by the user and are available immediately. Employees should refer to their most recent LES when setting the PIN and Password.

Department of the Navy

Employees may make open season enrollments, changes, or cancellations by either:

Accessing www.donhr.navy.mil and click on EBIS to go to the Civilian Benefits Information Center Home Page and then click on Access EBIS, Change/View Benefits to make a transaction.

OR

Calling the Benefits Line at 1-888-320-2917 and following the menu prompts

Department of Defense Employees

Defense Contract Audit Agency:

Employees may make open season enrollments, changes, or cancellations by accessing

https://ebis.satx.disa.mil.

They can access https://infoserv.dcaaintra.mil/hr/  for information about using EBIS and benefits.

All questions should be directed to DFAS Benefits Customer Service at 317-510-0454.

Department of Defense Education Activity

To make a FEHB Open Season election you are strongly encouraged to use the Employee Benefits Information System (EBIS). You may access EBIS on DODEA's homepage at http://www.dodea.edu/, and you can also find EBIS information guides and login instructions. Once you are on the homepage, click on the Personnel Link, then the Headquarters Link, next the Employee Access & Employment Verification Link where you will see:

The first EBIS link provides Log-On Information and Procedures. The Slide Show link is a PowerPoint Presentation that also contains information about EBIS and the EBIS link on the last line takes you to DODEA's EBIS Website. If you need further assistance with making your election through EBIS, please contact your servicing Personnel Customer Representative (PCR), HRO Site Manager or servicing Personnel Management Team (PMT).

DFAS, DISA, DCAA, DTIC, DoDIG, DAU and NDU

These agencies are serviced by DFAS Regional Service Center Benefits Division, which also uses the EBIS automated system for benefits transactions. Go to https://ebis.satx.disa.mil to access this system.

There is also a customer service desk that handles Benefits questions. The telephone number for that service desk is 317-510-0454.

DLA and DCMA Employees:

Employees may use the Employee Benefits and Information System by going to http://www.hr.dla.mil/hroc/ebis/default.htm. Select the link located under the Benefits/Compensation Tab. There are detailed instructions for first time users.

For further information employees should contact us by going to http://www.hr.dla.mil/cntctus.htm.

Employees make FEHB elections by using the Benefits Call Center (703) 617-2272, toll free (877) 521-1923 or TDD (703) 617-0658. Counselors are available Monday through Friday from 7:30 am to 5:00 pm EST to answer any questions.

Once in the system, press "2" for Benefits Information and then press "2" again for Benefits and Entitlements. Follow the voice prompts after pressing "1" for current HRSC Service Employee and entering your social security number and PIN. When you hear the message "For Federal Employee Health Benefits," press "1" and follow the voice prompts to make your election.

Employees may also make FEHB elections on the HRSC web site at http://persec.whs.mil/hrsc/benefits.html. Click on "Benefits Information," then click on Benefits Online.
