Benefits Counselors are available at the Army Benefits Center - Civilian (ABC-C) Monday through Friday from 6 a.m. to 6 p.m. Central Standard Time at the IVRS numbers.
Users must establish a Personal Identification Number (PIN) for the IVRS and EBIS if a PIN has not already been set or if an existing PIN has been forgotten. The same PIN is used for IVRS and EBIS and will stay in effect until the user changes it. The web has an additional DoD security requirement to establish a Password at the Point of Entry Screen to gain access to EBIS. Both the PIN and Password are established to ensure personal information remains secure. The PIN and Password are set by the user and are available immediately. Employees should refer to their most recent LES when setting the PIN and Password.

The Employee Beneftis Information System (EBIS) is an Internet based application located at https://www.civilianbenefits.hroc.navy.mil. Click on the "EBIS" button or "Access EBIS Change/View Benefits" link to enter. You will use your Social Security Number (SSN) and password to log in to EBIS. If you are a new EBIS user, or you havee forgotten your password, it is helpful to have a copy of your last SF 50, Notification of Personnel Action, or your Leave and Earnings Statement (LES).

The Benefits Line is a telephone interactive voice response system. You access The Benefits Line by calling 1-888-320-2917. To log into The Benefits Line to complete your transaction, you will use your SSN and PIN.
If you need assistance to complete your transaction, please call The Benefits Line at 1-888-320-2917 between 7:30 a.m. and 7:30 p.m. eastern time, Monday through Friday, except federal holidays. Select Option #4 to speak to a Customer Service Representative (CSR). The toll-free Teletypewriter (TTY) phone number for the hearing-impaired is 1-866-328-9889.
Overseas employees who have access to DSN service can connect to The Benefits Line by dailing the DSN number to Randolph AFB (RAFB), 487-1110. Once the RAFB operator answers please indicate that you want to make an "official off net call". The employee must provide The Benefits Line number, 1-888-320-2917.
To make a FEHB Open Season election you are strongly encouraged to use the Employee Benefits Information System (EBIS). You may access EBIS on DODEA's HR homepage at http://www.dodea.edu/offices/hr/. Click on Online Employee Access to find the link to EBIS.

Employees make FEHB elections by using the Benefits Call Center (703) 601-2272, DNS 329-2272 toll free (877) 521-1923 or TDD (703) 601-0658. Counselors are available Monday through Friday from 7:30 am to 5:00 pm EST to answer any questions.
Once in the system, press "2" for Benefits Information and then press "2" again for Benefits and Entitlements. Follow the voice prompts after pressing "1" for current HRSC Service Employee and entering your social security number and PIN. When you hear the message "For Federal Employee Health Benefits," press "1" and follow the voice prompts to make your election.
