During the annual FEHB open season, anyone eligible to participate in the FEHB Program may enroll, change health plans or options, cancel their FEHB enrollment, and change participation in premium conversion (waive or begin participation), through Employee Self Service (ESS). A feature on the Employee Personal Page

Employee Self Service or ESS, is available to all National Finance Center (NFC) client agencies with the following exceptions:

  • Department of Labor
  • Department of the Treasury
  • Federal Energy Regulatory Commission
  • Federal Maritime Commission
  • Occupational Safety and Health Review Commission
  • Personal Services Contractors - Foreign
  • US Capitol Police
  • U.S. Marshals Service
  • US/Saudi Arabain Joint Commission on Economic Cooperation

Employees of the above organizations are not currently eligible to use the ESS features, and will not see the option available to them on the Employee Personal Page menu.

Employees of agencies serviced by NFC who do not use ESS, other than Department of Labor and Department of Treasury who use employee express must go through their agency personnel offices to enroll or make changes.
