This year's theme is "Insider Threat" and the agenda will include fascinating guest speakers, workshops, and FBI fingerprint vendor displays.</p>
<p>The topics for the SSPS Workshops include:</p>
<ul>
<li>Security Executive Agent Road Map</li>
<li>Tiered Investigations</li>
<li>Government-wide Suitability Debarment Referrals</li>
<li>Information Security/Insider Threat</li>
<li>Foreign Issues</li>
<li>OPM Tool Box</li>
</ul>
<p>The agenda will include plenary sessions featuring nationally renowned keynote speakers, OPM/FIS program updates, and an OPM panel discussion. Plenary sessions are scheduled in the morning for both days of the seminar.</p>
<p>Also featured will be six workshop topics offered throughout the two day seminar and each attendee will rotate through each breakout. All six workshops will be conducted on both days of the seminar. All participants will attend three on the first day and three on the second day, covering all six workshops. Each workshop is sixty minutes long and six groups will rotate between each workshop during the seminar. A continental breakfast, lunch, and break services will be provided each day.</p>
<p>An IT Systems Wing is planned with one section comprising of OPM information technology expert personnel who will answer system questions and provide one on one instruction and hands on experience for the Electronic Questionnaires for Investigations Processing System (e-QIP) and Central Verification System (CVS). The other section will include an FBI expert and also showcase fingerprint equipment demonstrations and transmission processes from various FBI approved vendors displaying their respective systems.</p>
<p>The cost for the two-day seminar is $150. We will commence registration on August 14th. The SPS is open to Federal employees only - no contractors permitted. Payment must be included with the registration form and will be accepted by either Inter-Agency Payment and Collection (IPAC) or Government Purchase Card (GPC). IPAC payment is preferred. Since registration will cross fiscal years (FY), your agency will need to ensure registration is submitted within the deadlines for the appropriate fiscal year for the obligation.</p>
<p><strong>Registration will commence August 14, 2012 - any registration received prior to August 14, 2012 will be returned.</strong>The following dates factor into the registration process:</p>
<ul>
<li>FY12 payments -- registration will be open from August 14, 2012 to September 21, 2012</li>
<li>FY13 payments -- registration will be open from October 12, 2012 to October 31, 2012</li>
</ul>
<p>Due to fiscal year end closing processes, registration forms should not be submitted between September 22nd and October 11th.</p>
<p><strong>The final registration deadline is Wednesday, October 31, 2012.</strong>&nbsp;&nbsp;We will be able to accommodate 500 attendees. If registration exceeds 500, agencies will be limited to an appropriate number of representatives. Notices will be sent confirming registration status directly to the attendee's email address listed on the registration form.<strong> No refunds or substitutions will be permitted after Wednesday, October 31, 2012.</strong></p>

This document is intended to assist federal agencies in requesting OPM background investigations. It provides information to familiarize agency human resource and security officials with OPM/FIS and the products and services offered.</p>
<p>Some of the updates to the INV 15 include: the renaming of the OFI 86C to INV 86C, an updated description of electronic-Questionnaires for Investigations Processing (e-QIP) and the OPM PIPS Imaging System (OPIS) to include the addition of External Liaison contact information; updated charts regarding position designation, form type, and investigation type as well as form and document submission requirements; information regarding "Unacceptable" investigation requests, certification and release requirements (to include medical); headers in the AUB Section; and new embedded links to websites and documents.</p>
<p>As a reminder to agencies, applicants must completely answer all Standard Form questions (SF 85, SF 85P, SF 86) as outlined in the forms/e-QIP instructions (including complete dates, addresses, and zip codes). OPM cannot process questionnaires with incomplete or missing answers. The following additional information may be helpful to agencies: all requests must include a completed OPAC-IPAC block on the Agency Use Block (AUB); a signed Medical Release is required for SF86 requests when Question 21 is answered positively; a signed Medical Release is required for SF 85PS requests when Question 5 is answered positively; submission of the SF 85 or the SF 85PS without the OF 306 will result in military searches conducted based only upon time in service as indicated on the forms; for cases submitted on the SF85 case papers with the Extra Coverage Code "L", birth verification record search may not be successful unless Mother and Father full names are provided with the case papers.</p>]]></content:encoded></item><item><title>Statement by Merton Miller, Associate Director Federal Investigative Services, OPM On GAO Report on FIS Pricing</title><link>http://www.opm.gov/investigations/background-investigations/news/2012/3/statement-by-merton-miller-associate-director-federal-investigative-services-opm-on-gao-report-on-fis-pricing/</link><pubDate>Wed, 28 Mar 2012 00:00:00 GMT</pubDate><guid>http://www.opm.gov/investigations/background-investigations/news/2012/3/statement-by-merton-miller-associate-director-federal-investigative-services-opm-on-gao-report-on-fis-pricing/</guid><content:encoded><![CDATA[ <p>OPM's investigation reforms are continuing to strengthen national security and drive down government-wide costs considerably. As the GAO has recognized, we have accelerated background investigation operations to exceed aggressive Congressional timeliness mandates and made incredible strides tackling the backlog we inherited- even as demands for the more labor intensive investigations have increased. In fact, our achievements in this area led GAO to remove the security clearance process from its high risk list last year. I'm happy to report today that we've also reduced the time it takes to complete 90 percent of clearances by over 7 percent since GAO released its last report, and by 82 percent since 2005. Our reform standards have ensured greater government-wide consistency in adjudication of background investigations, we have expanded checks of our centralized automated records, our expansion of access to the Central Verification System has allowed agencies to avoid duplicative investigations, and we now deliver investigative reports to agencies electronically. Of course as GAO indicates in this report, these stepped up operations do incur costs. However, GAO's most recent report omits the aggressive cost avoidance and process efficiencies that we continue to realize from these reforms. In fact, OPM estimates that these reforms have already saved agencies billions of dollars in avoided costs. However our efforts to root out additional efficiencies must continue and OPM concurs with GAO's recommendations to increase transparency and seek additional cost savings, and has already begun implementation. Consistent with the recommendation to provide agencies more information about the investigation prices, OPM has briefed customer agencies on pricing and key cost drivers during monthly meetings of the Background Investigations Stakeholder Group (BISG) . OPM has also committed to provide the BISG a quarterly update on trends impacting revenues and expenditures. Regarding GAO's recommendation to seek further cost savings, OPM is exploring expanding automations of investigations-as much as the capacity of our law enforcement and customer partners will allow-and will continue to see savings from expanded use of automated record checks, eDelivery, and increased use of our Central Verification System.</p>]]></content:encoded></item><item><title>Security/Human Resources Specialists: View the e-QIP 3.0 Educational Video!</title><link>http://www.opm.gov/investigations/background-investigations/news/2012/1/securityhuman-resources-specialists-view-the-e-qip-30-educational-video!/</link><pubDate>Wed, 11 Jan 2012 00:00:00 GMT</pubDate><guid>http://www.opm.gov/investigations/background-investigations/news/2012/1/securityhuman-resources-specialists-view-the-e-qip-30-educational-video!/</guid><content:encoded><![CDATA[ <p>Do you want to be notified BEFORE your agency user roles expire in e-QIP? A new agency User Interface and functional updates for the electronic Questionnaires for Investigations Processing (e-QIP) system is going to allow agencies to do these things and much more! Improved e-QIP user capabilities, termed e-QIP 3.0, are currently scheduled for implementation on January 21, 2012.
