In 2007, the Merit System Protection Board issued two decisions addressing the Outstanding Scholar Program: Dean v. Department of Agriculture, and Olson v. Department of Veterans Affairs. Subsequently, OPM issued guidance strongly advising against further use of the Outstanding Scholar Program.
