Metropolitan Area Reemployment Project
The Metropolitan Area Reemployment Project is a joint effort between
Maryland, Virginia, the District of Columbia, and the U.S. Office of
Personnel Management. The project has been designed to provide timely,
consistent, and coordinated reemployment services to Federal workers
facing job displacement in the Washington, D.C. metropolitan area. For

Program Overview
The services available through the Metropolitan Area Reemployment
project will be provided through a variety of agencies including each
jurisdictions Unemployment Insurance, State Employment Service and Job
Training Partnership Act (JTPA) providers.
Services are available at a variety of locations; those locations are
listed in succeeding sections of this document. The project has been
designed so that the displaced Federal worker might receive services at a
location near their worksite, prior to displacement, or near their residence,
after displacement. Once an individual receives either a 180 day notice or
a 60 day notice, they can apply for services. In many instances, services
might be initiated at the Federal agency's Career Transition Center and
supplemented through this project.
Some important factors to remember are:
Any claim for Unemployment Insurance benefits must be filed through
the jurisdiction from which the Federal worker was displaced. Typically,
a displaced worker will file in the jurisdiction where they live against
the jurisdiction where they worked. In many cases, bulk claims will be taken
on site prior to the individuals's last day of work.
State Employment Service programs are standard throughout the jurisdictions.
There are no requirements regarding eligibility for services.
Job Training Partnership Act (JTPA) Title III (Dislocated Worker)
services have been standiardized for this project. The displaced Federal
worker can apply for services where they live or where they work. Through
special project funds that have been provided by the U.S. Department of Labor,
the following Dislocated Worker services have been standardized:
- Blanket Dislocated Worker eligibility for any displaced federal worker
who worked in the geographical area known as the Washington, DC-MD-VA-WV PMSA.
Project eligibility is extended regardless of where they live. See the Geographic Eligibility section for a breakout of this PMSA.
- Payment of a "Relocation Allowance" of up to $1000 for a displaced
Federal worker who is forced to relocate for new employment
- A standardized list of training vendors for the displaced Federal
worker seeking to take advantage of fully paid retraining programs.
- Where applicable, provision of weekly "Needs Related Payments" in an
amount up to $175 for the displaced Federal worker who exhausts their
Unemployment Insurance Benefits and remains in a qualifying retraining
program.
