2010 Pay Adjustments for Major Federal Pay Systems

 

Pay System

Basic Pay

Locality Pay

General Schedule
(GS, GM, GL)

1.5 percent increase

5 U.S.C. 5303 and Section 744 of Division C of the Consolidated Appropriations Act of 2010.

Cumulative locality payments range from 14.16 percent (Rest of U.S.) to 35.15 percent (San Jose-San Francisco-Oakland, CA)

5 U.S.C. 5304, Executive Order 13525, and Section 744 of Division C of the Consolidated Appropriations Act of 2010.

Foreign Service
(FO, FP)

1.5 percent increase

Same as GS

Federal Wage System
(WG, WL, WS, etc.)

Under Section 744 of Division C of the Consolidated Appropriations Act of 2010, blue-collar Federal employees are entitled to receive pay adjustments in FY 2010 at least equal to the pay adjustments received by GS employees in the same location. The issuance of certain wage schedules will be delayed until after the President issues an Executive order on January 2010 pay adjustments and OPM issues guidance to agencies. Delayed FY 2010 wage schedules will be retroactive to their normal effective dates. FY 2009 wage schedules are available on the Department of Defense Web site at http://www.cpms.osd.mil/wage.

Senior Executive Service (ES)

Under current law, the maximum rates of basic pay for the Senior Executive Service (SES)-i.e., the rate for level II of the Executive Schedule for certified SES appraisal systems and the rate for level III of the Executive Schedule for noncertified SES appraisal systems - will be increased by 1.5 percent in January 2010, the same as the increase in the Executive Schedule. In addition, the minimum rate of the SES rate range will increase by 1.5 percent under current law, the same amount as the across-the-board GS pay increase authorized by current law.

Senior-Level (SL) and Scientific or Professional (ST) Positions

Note: beginning April 12, 2009, employees in senior-level and scientific or professional (SL/ST) positions began receiving pay under the provisions of a new system established under P.L. 110-372 and no longer receive locality pay.

Administrative Law Judges (AL)

1.5 percent increase

Same locality pay percentages as GS employees, but locality-adjusted rate may not exceed $165,300
