Special COLA Research Announcement

This announcement provides background information on the nonforeign area cost-of-living allowance (COLA) program and on recent COLA research. The research was requested by Congress and conducted under a memorandum of understanding (MOU) between the Government and plaintiffs in COLA litigation.
