PAY AND LEAVE ADMINISTRATION
FOR EMPLOYEES EXCUSED FROM DUTY
FOR THE NATO SUMMIT

Covered Employees

This information applies to executive branch employees who will be excused from duty on April 23, 1999, as a result of the 50^th Anniversary of the NATO Summit, because their duty stations are located within or immediately adjacent to the geographic area listed below:

K Street NW. from the intersection of 19^th Street to 7^th Street;
7^th Street from K Street NW. to the Southwest (Dwight Eisenhower) Freeway;
Southwest Freeway from 7^th Street SW. to 14^th Street SW.;
14^th Street SW. from Southwest Freeway to Independence Avenue (Alt. 50);
Independence Avenue from 14^th Street SW. to 17^th Street SW.;
17^th Street from Independence Avenue to Constitution Avenue;
Constitution Avenue from 17^th Street NW. to 19^th Street NW.; and
19^th Street NW. from Constitution Avenue to K Street NW.

Excusing Employees on April 23, 1999

Full-time or part-time employees who are regularly scheduled to work in the affected buildings on April 23 and can be excused from their usual duties should be excused without loss of pay or charge to leave. Work should not be scheduled for employees with intermittent tours of duty on April 23.

If an employee will be excused from duty on April 23, the agency should cancel or reschedule overtime work that he or she would otherwise perform during that period.

Pay Entitlements

Employees with duty stations in the buildings located in the closed area who are not excused from duty because their services are required on April 23 will receive the pay they normally would receive for working during that period. Employees may not earn compensatory time off or credit hours for work performed during their basic tours of duty on April 23.

Employees who are excused from duty on April 23 will generally receive the pay they normally would have received for that period, unless prohibited by law or regulation.

Leave

Paid leave previously approved for April 23 must be canceled for employees who are granted excused absence on April 23.

Excused absence may not be granted to employees on military leave or to employees in a leave without pay (LWOP) or other nonpay status on April 23.

Employees on Alternative Work Schedules

An employee on a flexible work schedule who can be excused from duty should be excused for the number of nonovertime hours the employee would otherwise have worked.

An employee on a compressed work schedule who can be excused from duty should be excused for the number of nonovertime hours the employee would otherwise have worked.

Nonworkdays for employees on alternative work schedules (AWS) should be determined consistent with an agency's internal policy or applicable collective bargaining agreement. However, employees on AWS are not entitled to another AWS day off "in lieu of" April 23, 1999.

Flexiplace Employees

At their discretion, agencies may also grant excused absence on April 23 to employees at a flexiplace worksite if they cannot work productively without support or contact with agency employees who have been granted excused absence.

Employees Not Covered

This guidance does not apply to employees of private sector entities, including contractors. Contract employees should contact their supervisor or contracting officer to obtain information about their contract provisions and the work schedule applicable to them.

This guidance does not apply to Postal Service employees. Postal Service employees should contact their servicing personnel office for information about excused absence for postal employees.
