This statement is issued to clarify the meaning of Presidential Executive Order 13068.
The Executive Order does not explicitly characterize December 26, 1997, as a holiday. However, for purposes of pay and leave documentation and processing, federal agencies will consider this day off as a holiday. Employees who are required to work will receive holiday premium pay*.
It should also be noted that it does not matter whether an employee requested annual leave for December 26, 1997. No employee will be charged leave for that day since the rules governing leave specifically provide that no employee can be charged leave for a holiday or a non-workday established by federal statute or executive order.
