The SES pay-for-performance system requires that OPM certify the agencies' performance appraisal systems, with OMB concurrence. Once an agency is certified, the agency can make SES pay adjustments above Executive Level III up to Level II and have access to the higher aggregate pay limit.
The following is a list of agencies that have received certification during the calendar year.

Overall, 46 of 81 (57%) of all certified SES and SL/ST appraisal systems have full certification. (Full certification covers about 24 months; provisional certification covers about 12 months)
21 of 41 (51%) certified SES systems have full certification
*This date represents the effective date of the most recent certification. The system is still covered by its previous certification, with no gap in certification status.
15 of 23 (62%) certified OIG SES systems have full certification
