NEW LAW LIMITS ABORTION COVERAGE UNDER FEHBP
Washington, D.C. -- Starting January 1, 1996, the Federal Employees Health Benefits Program (FEHBP) plans will not be permitted to pay or provide benefits for an abortion except "where the life of the mother would be endangered if the fetus were carried to term, or when the pregnancy is the result of an act of rape or incest."
The change in coverage is a result of Public Law 104-52, the "Treasury, Postal Service, and General Government Appropriations Act, 1996," enacted on November 19, 1995. These newly enacted limits on abortion coverage supersede any less restrictive language that may appear in the 1996 FEHBP brochures. Since the 1996 FEHBP brochures were printed before the law was enacted, some brochures overstate the benefits the plans will provide for abortions during 1996.
There will be no change in premiums resulting from these changes.
