Washington, D.C.--Office of Personnel Management Director Janice R. Lachance has named John F. Leyden as Chair of the Federal Prevailing Rate Advisory Committee (FPRAC).
John brings an extraordinary mix of professional experience to OPM and this important position, said Director Lachance. Federal pay is a complex issue requiring the depth of understanding that John has developed over his long career. I look forward to working with him.
The Federal Prevailing Rate Advisory Committee studies the prevailing rate system and other matters pertinent to the establishment of prevailing rates for blue-collar federal employees and advises the Director of OPM on the issue. The Committee consists of eleven members; five from among federal employee unions representing the largest number of prevailing rate employees under exclusive recognition, five representing the departments employing the largest number of prevailing rate employees, and the Chairman, who serves a four-year term. Mr. Leyden was appointed on November 9, 1998.
Since 1991, Mr. Leyden also has served as a member of the Federal Salary Council, the governments key advisory body on locality pay for white-collar federal employees. Prior to that appointment, he served as a member of the Federal Employees Pay Council, a position to which he was appointed in 1976.
Mr. Leyden was employed by the Public Employee Department (PED), AFL/CIO from 1981 to 1998, and held the positions of Secretary-Treasurer, Director/Federal Postal Affairs and Executive Director, in Washington, D.C.
The PED was an umbrella organization of the AFL-CIO made up of 34 national unions representing nearly 4.5 million public employees of the federal and state/local governments. The Secretary-Treasurer served as the Departments chief financial officer and was its principal officer for federal/postal affairs, responsible for the activities and managing the staff of the Departments Federal/Postal Division.
Mr. Leyden has served as National President of the Professional Air Traffic Controllers Organization (PATCO), and was responsible for the overall supervision of this national union from 1970-1980. He also served four elected terms as President of PATCO.
Mr. Leyden is a graduate of St. Johns University and is married to the former Mary Cahill.
Residents of Silver Spring, Maryland, they have one son, John, and a daughter, Carol Ann.
