  Explains FERS and SSA application processes.
Provides applicant with FEDMER packet.
Obtains from applicant completed FERS application, Statement of Participation (SOP), SSA-3368, SSA-827's and non medical development.

  Faxes SOP to SSA field office.

  Forwards FEDMER package to OPM.

SSA

Receives FEDMER package from Agency.   Receives faxed SOP from Agency. Sets up Disability Appointment.

Receives Benefit estimate from SSA. arrow Sends Benefit Estimate to OPM.

Acts on application package.

Sends FEDMER package to SSA within two weeks if employee isn't working. Makes decision on FERS disability and forwards copy of decision to SSA. arrow Receives FEDMER package from OPM.

    Completes SSA Application Process. Sends package to Disability Determination Services (DDS) for a determination. Ensures that OPM receives a copy of the award/disallowance notice.

Receives copy of SSA award/disallowance notice from SSA. arrow DDS makes medical determination. Copy of notice is sent to OPM.

Receives notice from SSA if applicant appeals. arrow If applicant appeals unfavorable SSA decision, inform OPM of appeal.
 
 
 
 
* This workflow diagram assumes applicant is not working (for SSA, engaged in Substantial Gainful Activity (SGA)) and claim is following the normal FEDMER processing.

If the employee is working (SGA is involved), OPM will not send FEDMER package to SSA and SSA will not take an application until SGA ends.

If applicant is terminally ill (see SSA's TERI criteria) annotate Statement of Participation (SOP) that a terminal illness exists, and SSA field office will take claim immediately.
