The regulations related to each program are summarized below:


Fellowships, Scholarships, and Similar Programs. 5 CFR 213.3102 (r) is an excepted service Schedule A, time-limited appointing authority. Positions are filled from a limited applicant pool and operate under requirements established between a Federal agency and a non-Federal organization. Appointments may not exceed 4 years. Public notice is not required.

Student Career Experience Program (SCEP). 5 CFR 213.3202 (b) designates SCEP as an excepted service appointment under Schedule B. The requirements define what a student is and describe eligibility requirements for student appointment under SCEP. The requirements also outline the components of the formal agreement between the agency, school, and student; and describe eligibility criteria for noncompetitive conversion to the competitive service upon students' satisfactory completion of diploma, degree, or certificate program requirements and work experience.

Federal Career Intern Program (FCIP). 5 CFR 213.3202 (o) provides regulatory requirements for the FCIP. It specifies that FCIP appointments are for 2 years; that initial appointments are made at the GS-5, 7, or 9 level; that agencies have a formal FCIP plan in place before using the FCIP; and that the plan must include a formal training program for their interns.

FCIP appointments are made under 5 CFR part 302. Public notice and time in grade are not required.

Presidential Management Fellows (PMF) Program.

Presidential Management Fellows (PMF) Program. Originally created in 1977, President George W. Bush modernized the PMF Program by issuing Executive Order 13318. Building on the success of its predecessor, the PMI Program, the PMF Program attracts to the Federal service outstanding men and women from a variety of academic disciplines and career paths who have a clear interest in, and commitment to, excellence in the leadership and management of public policies and programs. The Executive order charges the Director of the U.S. Office of Personnel Management (OPM) with developing, managing, and evaluating the PMF Program.

5 CFR 362 designates the PMF Program as an excepted service two-year appointment under the Schedule A hiring authority. The requirements define graduate student and describe eligibility requirements for appointment as a Fellow. The requirements also outline the components of the application, nomination, assessment, and appointment processes; training and development requirements; and the criteria for noncompetitive conversion to a permanent position.
