The leadership levels and competencies listed below (and the relationships among them) constitute the USPTO Leadership Model. These are the fundamental competencies needed by employees at all levels to perform at expected levels successfully. Each competency is defined by one or more specific behaviors. These observable and measurable behaviors are discussed under Introduction to the USPTO Leadership Assessment Model (later in this section).
