Director’s Message

The U.S. Office of Personnel Management (OPM) is uniquely positioned to be a model agency in the Federal government to advance and embed Diversity,Equity, Inclusion, and Accessibility (DEIA) throughout the OPM workforce. OPM strives to set the example for all of government to help accomplish the goal of making the federal government the model employer of the 21st century.

OPM’s DEIA Strategic Plan (Plan) identifies goals accompanied by actionable strategies that will advance our human capital priorities. Specifically, the strategies are designed to build the foundational capacity for outreach and recruitment efforts to potential employees, including from underrepresented communities, provide more equitable access to training and leadership development programs, and increase employee satisfaction, engagement, and retention. These strategies will lay the groundwork to inspire connection and collaboration among employees and drive innovation. The results will also lead to a workforce that draws from all segments of our society and provides for equal employment opportunity.

To formulate this Plan, OPM assembled multiple intra-agency teams composed of:

  • OPM representatives nominated by Associate Directors and Office Heads;
  • Members of the OPM DEIA Council including representatives of our LaborUnions, Employee Resource Groups, and Affinity Groups; and
  • Subject Matter Experts from OPM Human Resources (OPM HR), Office ofEqual Employment Opportunity (OEEO), Office of General Counsel(OGC), OPM Human Resources Solutions (HRS), Human Capital DataModernization and Management (HCDMM) and the OPM Office ofDiversity, Equity, Inclusion and Accessibility (ODEIA).

I want to thank all the team members for their work and dedication in developing this Plan.

OPM employees are OPM’s greatest asset. Studies continue to show that diverse, equitable, inclusive, and accessible workplaces yield high-performing organizations. The OPM DEIA Strategic Plan reaffirms OPM’scommitment to building and maintaining such an innovative, engaged, and high-performing workforce. By accomplishing the goals and strategies outlined in the OPM DEIA Strategic Plan, OPM will create a space in which all employees are provided an opportunity to participate and contribute to their full potential.
