An individual's failure to register with the Selective Service is considered an issue of eligibility for appointment, and agencies should follow the guidance provided in 5 CFR 300.701-707 when considering such individuals for appointment. Adjudicative procedures vary depending on the authority under which a case is being adjudicated. Therefore, should you have further questions regarding the adjudication you reference or its effect on your ability to apply for or hold other government positions, we recommend you contact the agency that made the decision.

A criminal record does not necessarily exclude an individual from consideration for Federal employment. However, it will be up to the hiring agency to decide the impact an individual’s criminal record has on the hiring decision.

We have begun to re-enable user access to the e-QIP system. The system has been brought back online less than four weeks after being taken down. We are working closely with agencies to re-enable e-QIP users incrementally in an effort to resume this service in an efficient and orderly way. As part of a phased process, agencies will first be able to re-enable e-QIP users who were already in the system when it was taken offline on June 26, 2015. In the coming days, agencies will be able to begin enabling new users.
During the time the system was offline, OPM worked with cybersecurity experts from our many interagency partners to implement security enhancements. These improvements further enhanced password protections, secured the transmission of data to and from e-QIP, and implemented additional protections against external threats. Experts from across government have tested those enhancements to ensure their effectiveness.
