Strategic Plans

The Office of Personnel Management’s (OPM) strategic plan communicates a vision for the agency’s future, guides decision-making and resource alignment, helps OPM invite ideas and stimulate innovation to advance agency goals and improve outcomes, supports planning across OPM offices, and promotes collaboration toward common results. 

Congressional Budget Justification (CBJ) and Annual Performance Plan

In the annual Congressional Budget Justification and Annual Performance Plan, OPM shows how it uses – and plans to use – the resources appropriated by Congress to achieve its mission. The CBJ is prepared for Congress, and is also made available to the public.

Performance and Financial Reports

Annually, OPM reports its performance and financial results to help Congress, the President, and the public assess OPM’s stewardship over the financial resources entrusted to the agency.

  • Agency Financial Report (AFR) - Provides an overview of OPM's financial results.
  • Annual Performance Report (APR) - Provides information on OPM's progress in implementing the strategies and achieving the goals and objectives in its Strategic Plan.


Through its evidence-building function, OPM leverages research, evaluation, and analysis to generate evidence to inform policy and budget decisions, foster transparency into how the agency is performing, promote accountability for delivering results to the agency's customers, and enable a culture of learning and continuous improvement.
