Alan Spielman

Alan P. Spielman is the Director of Healthcare and Insurance (HI) at the U.S. Office of Personnel Management (OPM). In this capacity, he oversees the insurance programs for Federal employees including the Federal Employees Health Benefits (FEHB) program, which provides health insurance to over eight million Federal employees, retirees, and their dependents.

In addition, he leads the team implementing OPM's responsibilities under the Affordable Care Act (ACA). These include the Multi-State Plan Program, in which OPM contracts with health insurers to offer coverage to the public through the Health Insurance Marketplace, and an initiative allowing employees of tribes and tribal organizations to purchase health insurance through the FEHB program. HI is also responsible for the health insurance program for Members of Congress & Congressional staff, the Federal Employees Group Life Insurance Program (FEGLI), the Federal Flexible Spending Account Program (FSAFEDS), the Federal Long Term Care Insurance Program (FLTCIP), and the Federal Employees Dental and Vision Insurance Program (FEDVIP).

Mr. Spielman began his career in government, including key roles with the Health Care Financing Administration (now the Centers for Medicare and Medicaid Services, or CMS) and the Congressional Research Service. Prior to coming to OPM in 2013, he served as President and CEO of URAC, an independent nonprofit organization that is well-known as a leader in promoting health care quality through its accreditation, education and measurement programs. Before that, Mr. Spielman spent time at Covington & Burling, a global law firm specializing in regulatory matters, where he was a senior advisor for health care reimbursement policy. Spielman also held a variety of senior executive positions at the Blue Cross Blue Shield Association, including leadership of the Federal Employee Program.

Mr. Spielman holds an MBA degree, with a concentration in health care marketing/management from Loyola College and a Bachelor of Arts degree from the Johns Hopkins University, where he also continued graduate study in health economics. In addition to his Master's degree, Mr. Spielman has attained the Managed Care Professional designation.
