Angela Kouters is OPM's Director of Congressional, Legislative, and Intergovernmental Affairs. A seasoned Capitol Hill and campaign veteran, Kouters is the former chief of staff for Representatives Jerry McNerney of California, Glenn Nye of Virginia, and Betty Sutton of Ohio. Following the 2012 election, she worked for the Presidential Inaugural Committee as a senior fellow in congressional relations.
In 2006, Ms. Kouters worked at the Democratic Congressional Campaign Committee, where she managed 19 independent expenditure campaigns. Two years earlier, she served as the National Political Director for Veterans and Military Families for presidential candidate John Kerry. She also managed the military surrogate program under the direction of Sen. Max Cleland of Georgia.
Earlier in her career, Ms. Kouters served as an aide to South Carolina Senator Ernest "Fritz" Hollings on the Senate Commerce, Science, and Transportation Committee, where she focused on telecommunications and media issues.
She lives in Washington, D.C., and is a proud alumna of the College of Charleston, where she earned a bachelor of arts degree and was student body president.
