David Marsh

Deputy Chief of Staff

David serves as Deputy Chief of Staff at the Office of Personnel Management. Prior to joining the Biden-Harris Administration, David served on the Biden-Harris transition team. He was also a Senior Manager for State and Federal policy at the Markle Foundation developing new workforce development policies that respond to a rapidly changing labor market. Additionally, at the Pew Charitable Trusts, he worked to advance criminal justice reform at the state level.

From 2015-2017, he served in the Obama Administration, first at the White House Office of Management and Budget and then at the Office of Personnel Management (OPM). David has worked on several political campaigns—including as policy director to Don Berwick’s gubernatorial campaign in Massachusetts and as an organizer for President Obama’s re-election effort in Colorado. He is a graduate of Williams College.
