Jeffrey Flora is the Deputy Assistant Director for Quality Oversight in the U.S. Office of Personnel Management (OPM), National Background Investigations Bureau (NBIB). NBIB is the largest provider of background investigations for the Federal Government.

The Quality Oversight organization was formed in February 2013, and consolidates all NBIB functional elements performing quality oversight and quality enhancement under one organization. This organization is currently responsible for evaluating and improving the quality and timeliness of NBIB’s investigative products and processes. Quality Oversight encompasses a wide variety of functions including the quality review and closing of investigations; managing the re-contact letter program to validate investigative information at the source; operating the Personnel Investigative Center (PIC) Help Desk to assist Federal investigators nationwide on functional issues, and conducting various research projects to improve methods of collecting information necessary for clearance determinations.

Throughout his career, Mr. Flora has held leadership positions at OPM and the Department of Defense (DoD), alternating between policy development/program management activities and operational elements performing investigative functions. Mr. Flora served at the Pentagon in the Office of the Deputy Under Secretary of Defense (Security Programs) working policy issues at the national level and then went on to hold a number of positions at the Defense Security Service including Chief of the National Agency Check Division, the Deputy Director for Policy and Planning, and the Executive Director of the Operations Center Baltimore.

In 2005, Mr. Flora joined the staff at OPM when Congress approved consolidation of the DoD and OPM Federal background investigation functions.

Mr. Flora has routinely represented NBIB and its predecessor, Federal Investigative Services, at senior levels across the government with stakeholders, information suppliers, and customers, including a number of national panels and committees working to improve Federal investigative processes and policies. He is also the senior site manager at the Personnel Investigations Center (PIC). The PIC is located at Fort Meade, Maryland, and is home to just under 400 Federal and contractor employees.
