Margaret Ponds

Margaret Ponds Pearson, the Associate Chief Financial Officer for Budget and Performance at the U.S. Office of Personnel Management (OPM), is currently on detail to Healthcare and Insurance (HI) as the Assistant Director of Federal Employee Insurance Operations (FEIO). FEIO is responsible for managing the negotiation and administration of contracts providing insurance benefits for over 8 million active Federal employees, retirees and family members. Health insurance programs include the Federal Employees Health Benefits (FEHB) Program, health insurance coverage for tribal organizations, and the health insurance program for Members of Congress & Congressional staff. FEIO is also responsible for administering the Federal Employees Group Life Insurance (FEGLI), the Federal Flexible Spending Account Program (FSAFEDS), the Federal Long Term Care Insurance Program (FLTCIP), and the Federal Employees Dental &Vision Insurance Program (FEDVIP).

Ms. Pearson has 20 years of experience improving financial management operations and performance in both the public and private sectors. She joined OPM in 2011 from the District of Columbia Office of the Chief Financial Officer, where she served for seven years as the Budget Director for the Economic Development and Regulation Cluster. Ms. Pearson served as the principal advisor to the Associate CFO and to agency directors on appropriations law, budgetary, housing production trust fund and special purpose revenue matters. She effectively managed the formulation and execution of the local, federal and capital budgets of the 18 agencies that regulate commerce, promote housing, workforce and economic development for D.C.

Prior to working for the D.C. government, Ms. Pearson held the position of principal consultant at both PricewaterhouseCoopers LLC and QED Consulting where she was a leader in the federal financial management and performance practice areas.

Ms. Pearson holds a Master of Science degree from the Heinz School of Policy and Management at Carnegie Mellon University and a Bachelor of Arts degree in American Government from the University of Virginia.
