Nicole Evans

Nicole K. Evans is the Deputy Associate Director for Contracting and Head of the Contracting Activity for the National Background Investigations Bureau (NBIB). In this role, Ms. Evans leads NBIB’s contracting organization, Contracting and Business Solutions (CBS), whose mission is to engage with stakeholders from the earliest need identification to plan, negotiate, award, and administer best-in-class contracts, orders, and agreements that enable NBIB to function as the primary executive branch service provider of background investigations.

Ms. Evans joins NBIB from the U.S. Department of Education, where she served over 16 years in a series of acquisition-related roles. She began her federal career as a Contract Specialist negotiating long-term longitudinal studies and international contracts; moved through several roles in operational contracting, policy, and oversight; then served as the Department’s Acquisition Career Manager, Chief of the Contracting Office for operations, and the Deputy Senior Procurement Executive. Most recently, Ms. Evans served as Education’s Senior Procurement Executive, where she led efforts to collaborate across the agency, Government, and industry to improve acquisition practices.

Ms. Evans earned her bachelor’s degree from Ithaca College and earned the Key Executive Leadership Certificate from American University. Previously, she attended the Federal Executive Institute’s Leadership for a Democratic Society program, and is a Senior Fellow with the Partnership for Public Service after completing the Excellence in Government Fellows Program. Ms. Evans lives in Maryland with her family.
