Robert M. Leahy

Mr. Rob Leahy serves as OPM’s Deputy Chief Information Officer (CIO). His responsibilities include serving as the senior digital and information technology advisor to the Chief Information Officer and the OPM Director. In coordination with OPM senior leadership, Mr. Leahy is also responsible for defining and implementing a technology strategic vision that aligns with and supports the organization’s mission, objectives, and goals. The CIO leads OPM in the adoption of modern, innovative business and digital solutions, and is the accountable official for all information technology (IT) and information security operations across the OPM organization.

Mr. Leahy has an extensive background in both the private and public sector pertaining to information technology and finance, having spent nearly 26 years with the Internal Revenue Service (IRS). Mr. Leahy transitioned to the position of Deputy Chief Information Officer from the IRS in January 2017. In his position as the Associate CIO for Strategy and Planning for the IRS, he was responsible for supporting the IRS across multiple information technology functions including finance, IT acquisitions, Capital Planning and Investment Control, as well as enterprise risk management.

Mr. Leahy holds two Master’s Certificates (Project Management from George Washington University and CIO Competencies from the National Defense University) and a Bachelor of Science degree from Georgetown University. He has also completed the IRS Candidate Development Program and became a member of the Senior Executive Service (SES) in 2006.
