Ms. Rochelle Bayard is the Associate Chief Financial Officer for the Center for Financial Systems Management, Office of the Chief Financial Officer and the Project Director for the Consolidated Business Information System (CBIS) Project. Ms. Bayard has served more than 17 years in management and financial systems development positions supporting several federal agencies and institutions of higher learning. Specifically, she has managed and led projects with the U.S. Department of Housing and Urban Development’s Federal Housing Administration, the National Aeronautics and Space Administration, the U.S. Holocaust Memorial Museum, the U.S. Department of Education, Catholic University, Wake Forest University Medical School, and the University of South Carolina. In her current position, Ms. Bayard oversees the planning, design, development, and operation of all of OPM’s complex automated financial systems. In addition, she manages the processes and activities to update and standardize the agency’s financial systems to meet Federal requirements. In 2007, Ms. Bayard began her government service with OPM. Prior, she was a Senior Manager with a management consulting company. Ms. Bayard has had a long and successful career in development and implementation of Federal financial management systems.
Rochelle was born and raised in Charleston, South Carolina, and is a graduate of the University of South Carolina. She currently resides in Springfield, Virginia.
