Steve Dillingham

Dr. Steve Dillingham joined OPM as Deputy General Counsel in June 2017, where his responsibilities include providing legal advice to the agency. Steve has more than 25 years in Federal service, including positions with the Departments of Energy, Justice, Transportation, Merit Systems Protection Board, OPM, Senate Judiciary Committee, and House Oversight and Government Reform Committee. He served as director of the Bureau of Justice Statistics, the Bureau of Transportation Statistics, the Transportation Safety Institute, and FMCSA’s Office of Registration and Safety Information. In 2008-9, he served as rule of law advisor for the U.S. Embassy in Baghdad, Iraq.

Dr. Dillingham’s non-Federal experience includes private sector and non-profit businesses, strategic planning, research, and university teaching and administration. He has taught at the University of South Carolina and George Mason University. He received his MPA, JD and Ph.D. (political science) from the University of South Carolina; MBA from George Washington University; and LL.M. from Georgetown University Law Center.
