Theodore Cooperstein

Theodore Cooperstein serves as the Office of Personnel Management’s (OPM) General Counsel, where he oversees legal matters for the agency.

Mr. Cooperstein joined the Office of the General Counsel at OPM in May 2017. Before coming to OPM, Ted served as a career federal prosecutor with twenty years’ service (and counting). He served for more than ten years as an Assistant United States Attorney in the Southern District of Florida, prosecuting federal felonies, including white collar and national security crimes. Prior to the U.S. Attorney’s Office, he served as Counsel to the Deputy Attorney General in the Department of Justice from 2003 through 2006. His past appointments include Assistant General Counsel in the Federal Bureau of Investigation, and judicial law clerk to the Hon. Morris “Buzz” Arnold, Circuit Judge on the U.S. Court of Appeals for the Eighth Circuit. Ted started as a civil and commercial business litigator in New York City and Washington, DC; he was solo practitioner for three years in Washington, litigating federal civil rights and employment, criminal appeals, and amicus practice before the U.S. Supreme Court.

Mr. Cooperstein has served 30 years in the United States Army Reserve as a military intelligence officer, retiring a Lieutenant Colonel. He is a veteran of OPERATION ENDURING FREEDOM, with assignments in the 82d Airborne Division, 11th Special Forces Group (Airborne), and theater special operations commands at SOCCENT, SOCPAC, SOCKOR and Headquarters, USSOCOM. He deployed to Qatar, Kuwait, Jordan and Oman, and earned the parachute badges of Canada, the United Kingdom, Jordan, Korea, and Thailand.

Mr. Cooperstein holds an A.B. summa cum laude, with honors in History from Dartmouth College; a J.D. from Stanford University; an LL.M. in International and Comparative Law, with honors, from Georgetown University, and a Masters in Security Studies from the U.S. Army War College. Mr. Cooperstein and his wife Pom, are the parents of two daughters.
