Tonya R. Johnson

As the Associate Chief Financial Officer (CFO) for Financial Services (FS), Ms. Johnson manages financial, accounting, and reporting operations for OPM programs.

Her program responsibilities  include the $900 billion Trust Fund, which is comprised of the Retirement and Disability Program; Federal Employees' Health Benefits Program; Retired Employees' Health Benefits Program; and Federal Employees' Life Insurance Program.  She also manages the development and implementation of OPM's Enterprise-wide Managerial Cost Accounting program and operations.

Prior to serving in her current position, Ms. Johnson was the Chief of Financial Reporting and Analysis (FRA) where she oversaw reporting and preparation for all trust fund and revolving program financial statements. As the head of FRA she planned and directed financial, accounting, budgetary, and reporting operations of OPM’s $1BM revolving funds account. Ms. Johnson also managed the preparation of monthly and quarterly financial statements, material differences, Government-wide Treasury Account Symbol Adjusted Trial Balance System reporting (GTAS), current and future cash flow analysis, and oversaw key audit functions.  

Before, joining OPM, Ms. Johnson held positions that advanced her expertise and leadership in Federal financial management operations including:

Director, Financial Operations, Department of Agriculture, National Institute of Food and Agriculture (USDA-NIFA), where she provided daily leadership and guidance on financials matters related to the $2.2B land-grant program.  

Lead Staff Accountant, Department of Transportation (DOT), Federal Highway Administration (FHWA), where she managed the Trust Funds, Reimbursable Agreements, 224 Reconciliation, Travel Operations and Oversight and financial statement preparations and reconciliation supporting $40B in funding.  

Senior and Supervisory Accountant, U.S. Air Force, Special Programs, where she served as a designated Certifying Officer and Subject Matter Expert (SME) in the preparation of complex quarterly financial statements consistent with direction from the Office of Management and Budget (OMB) and the Defense Finance and Accounting Service (DFAS) and U.S. Standard General Ledger, and a variety of complex reports, including those that contained classified information; reports for Office of the Secretary of Defense and OMB.

Ms. Johnson has over 20 years of experience in the finance and accounting field.  She has a master’s of business administration  from University of Maryland University College and a bachelor of science in Accounting from Strayer University.  She is also a graduate of the John F. Kennedy School of Government, Harvard University Senior Fellows and is completing her final courses as a candidate for Master’s of Forensic Accountancy.
