The Office of Strategy and Innovation (OSI) uses data and research to assist in the development of human capital strategy throughout the Federal Government. OSI includes both a Data Analysis Group and Survey Analysis Group.
The Data Analysis Group (DAG) has access and reporting capabilities for its EHRI-SDM data, as well as subject matter expertise to write software code for reporting the data and interpreting the output. The EHRI data warehouse is a centralized warehouse for the storage of human resources, payroll, and training information for the Executive Branch civilian workforce. DAG provides data and analyses for internal and external customers unable to otherwise access or understand the raw data.
The Survey Analysis Group (SAG), contributes to OPM’s mission by administering the Federal Employee Viewpoint Survey (FEVS). Participation in the FEVS satisfies a requirement of agencies to administer employee surveys, mandated under the National Defense Authorization Act for Fiscal Year 2004 (5 USC 31, 41, 43, 45, 53). Results of the FEVS are also used to assess President’s Management Agenda goals and internally by OPM to measure progress on goals established in the Strategic Plan. Results from the FEVS are used broadly to assess the success of OPM division and program efforts, including Employee Service’s Human Capital Framework, Diversity and Inclusion, Veterans’ programs, and Work-Life programs, to name a few.
