CFC Memorandum 2003-02

January 17, 2003

FOR: MEMORANDUM FOR LOCAL FEDERAL COORDINATING COMMITTEES AND APPLICANTS TO THE CFC
FROM: MARA T. PATERMASTER
DIRECTOR, OFFICE OF CFC OPERATIONS
SUBJECT: ELECTRONIC REPORTING FORM 1417
RELEASE OF DONOR LISTS

CFC Campaign Results Report (Form 1417) Available Online

The Online Form 1417 for reporting CFC 2002 campaign results will be posted on our website on Thursday, January 23, 2003. Those of you who used this online form last year will see very few changes. New users will find that reporting campaign results online is simple and helps insure that your PCFO is able to report results quickly and accurately. Here's how it works:

Beginning January 23, PCFOs can visit the CFC Operation's homepage (www.opm.gov/aboutus/CombinedFederalCampaign/ ) and register as a Form 1417 user. Registration is mandatory even if you registered and received a password last year. It is important that you come online and register to use the new electronic reporting system, whether or not you are ready to report campaign results. During the registration process, you will be asked to provide contact information, including your email address and contact information for the chairperson of your Local Federal Coordinating Committee. When registration is complete, you will be emailed a Personal Identification Number (PIN). Please keep this number in a safe place because you will need it when you report campaign results.

Once you have registered and obtained a PIN, you will use your PIN, campaign code number, and campaign name to log-in to the system. Updated instructions throughout the site will help guide you through the reporting process. In response user comments and suggestions, the system has been upgraded to allow a preview of the data entry sections of the report before you log-in to the system. After you have entered your campaign results, you can download and print this information, complete with campaign name and number, from your computer.

All campaigns must complete the OPM Form 1417 no later than Monday, March 3, 2003. If you are unable to meet this deadline, have any questions, or need technical assistance, please contact Pamela Jones or Beda Gamboa at 202/606-2564.

Use and Release Donor Lists

Campaigns are reminded that they are required to forward to participating agencies and federations by March 15, the names and addresses of donors who have authorized the release of this information for acknowledgement. Campaigns that are unable to meet this deadline must submit to OPM a written request from the LFCC for an extension.

We take this opportunity to remind you that 5CFR Part 950.203(a)(6), prohibits the sale or lease of CFC contributor lists. The intent of this regulation is to protect the donor's privacy by preventing the dissemination of a donor's information to organizations without the donor's consent. As such, it is impermissible for any entity, other than the organization or federation to which the donor made a designation, to use or share the donor's name and address without the authorization of the donor.

Federations may not retain donor information for their own use unless the donor made a direct designation to the federation itself. This policy also prohibits the sharing of donor information, even free of charge.

Please contact the Office of CFC Operations at 202/606-2564 if you have any questions about this policy.
